Judith Culp, owner and founder of Permanent Cosmetics NW, The NW Instititute of Permanent Cosmetics and Esthetics NW**, has been involved in the skin care and makeup industry for over 22 years. Prior to that she had a background in business and art. She is an internationally certified CIDESCO Diplomat and has been an industry educator for over 12 years. Her column has appeared in the Stylist & Salon newspaper chain for the past decade and her articles have also been published throughout the nation and industry in trade publications and the SPCP journals. Currently she serves as editor of the SPCP quarterly newsletter. From Texas to Tokyo, she has helped thousands of women look and feel better about themselves and their appearance.

An Oregon state licensed permanent cosmetic technician and trainer, she has performed services since 1987. As a board member and past president of the SPCP, she dedicates herself to offering the finest in permanent makeup procedures and training.

 

 

2006 Certification Award

At the 2006 Society of Permanent Cosmetic Professionals Annual Convention two people were recognized for outstanding achievement on the international certification exam.  Awarded for highest score achieved on the exam were Judith Culp of Eugene, Oregon and Dixie Medford of Plano, Texas for the years 2004 & 2005.  Judith was one of the first to take this exam and held the highest score for nearly 1-1/2 years until Dixie matched it in 2005.

Ms. Culp owns the NW Institute of Aesthetics and Permanent Cosmetics, located on Centennial Loop in Eugene where she teaches and also has her own private practice.  Her specialties are hair-stroke eyebrows, eyeliner, lipcolor and post-mastectomy reconstructive coloration. Numerous physicians in the area regularly refer clients to her for her quality services.
